Over 70 years old? Here's a presidential pardon!

This is why the Philippines will always be a Third World Country.
The president of the Philippines gave a presidential pardon to the most recent biggest political and economic plunderer of the Philippines, second only to Ferdinand Marcos.  Former president, Joseph Estrada was "convicted last September after a landmark six-year trial on charges that he took bribes and kickbacks while in office. He was sentenced to life in prison."  According to MSNBC.com.  And why, might you ask, was he pardoned only a year after being given a life sentence in prison?  Simple, he turned 70.
The current president, Gloria Macapagal Arroyo, "cited her government's policy of releasing convicts who have reached 70."
So let me get this straight, you embezzle millions and rob a country, but if you turn 70, it's alright!  No problems, old timer. Just go about your business and all is forgiven.  You're too old to be responsible for your crimes.
IDIOT!
This is why the country is in total political instability and is ruled by corruption and greed.
No one is held accountable for their crimes?
It's a banana republic!
