Why Can't We Have Nice Things?

Why is it that every friggin' time a filipino is mentioned in the American media, it's always for something bad or totally weird. Well, I guess it's not all bad, take the Black Eyed Peas...
Anyway, Leandro Aragoncillo, an American citizen who was born in the Philippines, was charged with passing classified information to government officials in Manila. Basically, he's a spy. All the media coverage is just repeating what everyone already knows:
Filipino government is a joke.
Who's fault is it that this former U.S. marine was granted access to sensitive government documents? Is the United States and their swiss cheese security? Or is it Aragoncillo? If it is him, then you're just progressing the stereotype that all Filipinos in governemnt or politics or security are corrupt.
I guess that's why I picked physical therapy.
